At tonight’s meeting, the Council will consider supporting the Beverage Container Recycling Refund and Litter Reduction bill (HB 735/SB 642)

The Beverage Container Recycling Refund and Litter Reduction bill proposes a refundable deposit program of 10 or 15 cents for metal, glass, and plastic beverage containers to incentivize recycling and reduce litter.

The aim is to achieve a 90% or higher redemption rate for the 5 million containers sold annually in Maryland. The bill outlines a framework for container stewardship programs, financed through fees from producers and revenue from material sales, aiming for self-sustainability. Utilizing reverse vending machines and new technologies, the program seeks to streamline container redemption.

Ten percent of unclaimed deposits would fund a Grant Program to further promote container reuse and recycling, benefiting Maryland and College Park with reduced litter, increased recycling rates, and improved water quality. The City Council will consider approving a letter supporting the legislation.
